My Lord,
With reference to my despatch No.498 of August 3lat. and previous correspondence relative to the coal mining agreement concluded by the Cassel Syndicate with the Canton Provincial Authorities I have the honour to transmit herewith a copy of a despatch from His Majesty's Consul-General at Canton regarding the most recent development of the question.
Your Lordship will see from Mr.Jamieson's despatch that the present Government of Canton show no inclination to revive negotiations on anything like the former basis, but are putting forward propositions of a nebulous nature which would not appear to offer any practical foundation for
participation of foreign interests in the development of
Centon's Coal mines.
A rumour has recently emanated from Japanese sources
concerning an agreement said to have been made between Sun
Yat-sen's Government and an American of the name of George
Shank, described as head of the Shank Contracting Company, for a loan to Canton of $15,000,000 secured on the mineral
resources of the province. There is at present no real
confirmation of this report, and the Hongkong and Shanghai Bank here have heard nothing of it, Mr.C.C.Wu in reply to en
enquiry from Mr.Jamieson professed ignorance on the subject. Vajor Cassel who has however received confirmatory information.
from a Chinese source has stated to Mr. Jamieson that he
connects the alleged loan with the visit to Canton, earlier in
of the new-known mining engineer, Mr John Hayes Hammond,
